Medium-weight trucks form the backbone of ground transport for the Regular and Reserve Forces, getting supplies where they are needed in the most efficient way possible. Replacing and modernizing this fleet is a major undertaking, and central to the Canada First Defence Strategy which calls for a modern, multi-role force. The new fleet of trucks represents an essential investment for the Canadian Forces. They will rebuild the Army's ability to provide lift and logistical support on the ground, getting people, equipment and supplies where they are needed most.

The MSVS project will deliver three different pieces of essential kit:

  • Militarized Commercial-Off-The-Shelf (MilCOTS) vehicles - commercial trucks, adapted for military use, for domestic operations. Following a competitive procurement process, the Government announced, in January 2009, a $274 Million contract awarded to Navistar Defence LLC for 1300 MilCOTS vehicles. Canada will take delivery of the first trucks in the summer of 2009, with all the trucks to be delivered within 18 months after the contract award. The Industrial and Regional Benefits Policy applies to this contract, which means that Navistar Defence LLC will generate one dollar of economic activity in Canada for every dollar it receives from the contract. The maintenance and repair of the MilCOTS vehicles will be supported commercially through a well-established local dealer network, benefiting Canadian industry and local economies. The MilCOTS vehicles are being procured with state of the art emission technologies. This represents a significant reduction in green house gas emissions compared to the vehicles they are replacing.
  • Standard Military Pattern (SMP) vehicles, Armour Protection Systems, and Load Handling System Trailers - These 1500 trucks, specifically designed for military use, are to be used in foreign operations. A Request for Proposal for this acquisition was issued in December 2011.
  • Special Engineering Vehicles (SEVs) - up to 1000 SEV kits, to be transported on the MilCOTS and SMP vehicles, containing medical and dental facilities, workshops, offices, etc. A contract for the baseline (empty) shelters was signed on 24 July 2009. A Request for Proposal for "kitting" of the baseline shelters was issued on the 28 October 2011.
